It's verb that means 'reduced, diminished, of lower value', and phrase 'fall due'=become demanding, thus demand too much from others or another person, for ex. in job. Or phrase 'to fall short'=become insufficient, or inefficient in something, not meet the basic requirements. For ex. he/she fell short of money'-run out of money, in turn meaning, don't have money at all or almost at all.
