P.L. 104-193 (September 22, 1996) was labelled as a major "welfare reform" initiative. In addition to provisions making major changes to federal cash welfare, Medicaid, work, and child care development programs, this law revised the food stamp programme and several commodity distribution programmes (notably the emergency food assistance programme and the soup kitchen food bank program).
