The 40 industrialised countries that were members of the OECD in 1992, plus countries with economies in transition (EIT parties), including the Russian Federation, the Baltic States, and several Central and Eastern European States. This group ratified the Kyoto Protocol and agreed to try to limit their GHG emissions relative to a 1990 baseline.
