My opinion is that parents should help the kid being bullied by teaching him or her different ways to take care of it by his or herself. If a parent intervenes it will never truly go away and could make it worst when parents aren't around. Whether it's having them take karate lessons, a new sport or activity (dance, acting in plays, music, etc.) to try and install a higher level of self-confidence. Every kid is different, but the most important thing when encountering a bully is what you do verbally. Practice scenarios with the kid about different approaches of them standing up for themselves and encourage them to use it.

I think that maybe talk to the parents of the bully will help, as they are the ones who have more control and it would be easier for them to solve the situation.

I don't have a kid, but I would say that parents trying to get involved will generally cause more trouble than good! Children fundamentally have to take care of themselves, although you can help them if they ask for it.

I do not agree. Bullying cannot be taken lightly. When that proverbial line is crossed so called "adults" have to intervene.
