The harshest punishment levied on offenders under the Veran Constitution and Great Law: Outlaws are denied fire, food, and shelter and stripped of all property, family identification, position, and legal protection. No blood-price may be levied or blood or blood-feud declared for killing them. They are not permitted to remain under any roof on Veran, and any who shelter them may be subject to legal penalties.
