Administered by the Farm Service Agency, this largest and oldest conservation cost-sharing programme paid farmers up to $3,500 per year as an incentive to instal approved conservation practices. It was terminated in the FAIR Act of 1996 and replaced by a new Environmental Quality Incentives programme (EQIP).
