Made up of the Canons of all Veran Chancels and Cloisters, it holds formal meetings only to select a leader, but communicates regularly and provides the final authority on all matters pertaining to the governance and functions of the Chancels and Cloisters. Each karil also has a College of Elders made up of Canons or senior Elders of the karil's Chancels and Cloisters.
