After years of being "eldorado" in constructions, Spain could be the new playground for Sheldon Adelson to build his new « Las Vegas ». President and first shareholder of Las Vegas Sand (LVS) who built an empire thanks to his casinos in Nevada Singapore and Macao, promises between 15 and 18.8 billions euro investment until 2022. This huge creation will offer to Spain 164,000 jobs and 97,000 indirect jobs, and 15,5 billion euro additional tourist income in fifteen years. But who would dare to refuse such a proposition?
Spain? Where 23% of the working population is unemployed, and where the government plan a recession of 1,7% of the GDP?
The curb of the project is stipulations of the contract, which are very controversial.
In fact, the investor requires the free transfers of the public ground where will be situated the complex, ten years of exemption of the VAT, of the tax on the game and real estate. Moreover he requires 95% decrease of the patrimonial transmission and 50% on the tax on economic activities. Sheldon would also ask for reform of the status of the workers, the authorization of entrance to casinos for minors and « ludopath» (game addict) and the possibility of smoking in games rooms.
Finally he wishes that the players who make transfers of found to casino without moving or use intermediaries do not have to become identified.
This project does not seem to be feasible because of the numerous changes that it could make in Spain law but also in Europe. The most important changes would be in law against money laundering, in authorising the creation of a tax heaven, or in cancelling labour laws.
This project is still in discussion, which is not transparent at all (like secrete) and the city is not chosen yet: Barcelona or Madrid
