The revolutionary leaders believed that public virtue was essential so that a Republic could survive and prosper. Without it, Governments could be torn apart by the submissive and private interests to anarchy, where the tyrants would provide political stability in Exchange for the loss of the freedoms that so much effort had struggled to get.
