Type of government in which the legislature is divided into two separate chambers, an upper and lower house. The upper house is composed of state or provincial representatives and usually serve for longer terms than the members of the lower house. The U.S. Congress upper house is called the Senate. The lower house is composed of members that more closely represent the different districts of population they represent. The U.S. Congress lower house is called the House of Representatives.
