To philosopher David Hume, it is an inference made by our minds that we project to make our minds make things make sense. To Wegner, Hume's inference of causality is in conjunction with our assumption of conscious will, or the projection our minds make to themselves. This follows Wegner's view that the illusion (or experience depending on who you are) of conscious will is caused by the unconscious cause of thought that leads us to believe that conscious thought is the path to action whereas his view is that the unconscious cause of action (our empirical will) is what really causes actions.
