Provides for contracts for producers on farms that have contract acreage under Title I of the FAIR Act of 1996 that are frequently flooded. Individuals can receive up to 95% of transition payments and projected crop insurance payments in lieu of market transition payments. In return, producers must comply with swampbuster and conservation compliance provisions and forego future conservation programme payments and disaster payments. Though authorized, this programme has not yet been implemented.
