The term as I know it refers to a part of a test in which lexicon, morphology and grammatic is specifically tested.

It is a "fuzzy" term, since it is difficult to find a concrete description precise enough to decide if a given kind of item fits it. The Spanish translation, "competencia linguistica", makes it even more fuzzy and confusing, since almost everything can fit it.
