To deny attempts by would-be proliferants to acquire or expand their nuclear, biological and chemical (NBC) capabilities by: providing inspection, monitoring, verification, and enforcement support for nonproliferation treaties and NBC arms control regimes; support export control activities; assisting in the identification of potential proliferants before they can acquire or expand their NBC capabilities; and, if so directed by the President or Secretary of Defense, as appropriate, for planning and conducting denial operations.
