Secure accommodation

Article 12 of the Council of Europe Convention requires presumed trafficked persons to be provided with "appropriate and secure accommodation". The use of the word 'secure' does not imply that the accommodation is 'closed' and that those living there are not allowed out (as if they were detained). Paragraph 154 of the Explanatory Report specifies that, "As a guarantee of victims' security it is very important to take precautions such as keeping their address secret and having strict rules on visits from outsiders, since, to begin with, there is the danger that traffickers will try to regain control of the victim". In this context, the Convention is concerned about the safety and security of those in the accommodation; in effect, the Convention requires the accommodation to be 'safe'.
