Corwin Amendment

This amendment, passed in both Houses of Congress in February, 1861, stated that Congress could pass no law outlawing existing state institutions, especially slavery. Although it was intended as a compromise measure to keep the southern states in the Union, it was never approved by the states as the 13th Amendment to the Constitution.
