A euphemistic insult originating from blaxploitation films, which usually could not resort to coarser language. The rough meaning is a person who is a braggard but in actuality has achieved very little. The term originated from the 20s but saw most use in the 70s when it was co-opted by white people using it in an ironic fashion. The popularity of the term then rapidly declined.
